Note R.S. year should be 10 (R.S. 110 - A.D.1891)) not 11 (R.S. 111 - A.D. 1892) maybe due to human error. Also 1892 Cover from bangkok to Berlin affixed with Second Issue 3Atts(#14) for printed matter rate, tied by BANGKOK 2(BSR-06A) cds dated 3/1/92. Fine. F.(2) "
